It's better, and one of the best games in the series. JRPGs have been growing more stagnant with the years and at best becoming action game hybrids to present themselves as an "evolved" genre. Lightning Returns is a game where the navigation is meaningful, purchases and inventory management are meaningful, and the combat utilizes real time elements in all the right ways without completely giving up the technical management dynamic of traditional JRPG combat.

It's almost a shame that this game has the XIII name attached for all the fools to bag on, because this game is a key inclusion to the genre since jrpgs of the PS1 era.

I genuinely don't know how to feel. XIII-1 isn't bad, but it accentuates X's flaws like no other.

Yet he's able to create Lightning Returns. Although people have gripes with the plot, if you've been following since the first game, a lot of it is really gripping, since it gives closure, and even the most retarded of characters like Snow finally become miserable sacks you gotta fix.

People have been playing the PC ports at 720p & 30fps (quite equal to the PS3 versions) with LAPTOPS with mere i3 + Intel HD Graphics 4000 chip. Anything with a dedicated GPU would have no problems running the games at 1080p.

I'd personally go with an Intel CPU and Nvidia GPU. They'll work better and last longer. You have a lot of space with those 700 bucks. If you got a PC already, use some of its parts in your new build (like HDD) to save on costs.

Here's another PS4 killer build from last year. You can expect to either build such system for CHEAPER now, or get a BETTER specs for same amount of money.

GTX 1050ti go for like 100 bucks these days and can 1080p/High/60fps most games out there even today. Even Witcher 3 style heavy hitters is doable with a couple tweaks in settings.

8GB RAM is still a plenty too.

You can run all that with mere 400W PSU.

If you need to save more, look up for used PCs and/or older Intel i-core chips and motherboards.

I'd go with it, yeah. Might wanna double check if there's a bit cheaper models made by other manufacturers, but it ain't a bad deal anyway. That 20% efficiency increase and 2x VRAM can really help in some games, and even more so in the long run. Heck, the 1050ti is even "VR ready" as they say it, though obviously it's not an "all Ultra settings" card.
The 2GB cards still do the job OK if you're tight on budget, but you may have to swap it sooner.

The price of that RAM worries me a bit. Maybe opt for cheaper manufacturers? And make sure your motherboard supports DDR3, as we're now living DDR4 era.

I found that the characters were rebooted to their very initial impressions. (Snow being distraught, Noel being edgy etc.) This was my greatest problem with the game amidst loads of others. Incredibly disappointing.

It's still my favorite in the entire franchise.

I liked LR a lot, the combat system got more fun when I started thinking about each schema as a different character. I wish that XIII-2 had a decent PC port.

LR was a pleasant surprise. I really enjoyed it, much more than V, surprisingly, and I wish more people gave it a chance, but it was too late for the XIII games at that point. I wish Square would support more lower-budget Jrpgs like NieR Auto and LR.

I enjoyed the first game well enough, the combat system left a little to be desired and the pace of the storytelling was a little fucked but I liked the characters a lot and the story in general was solid.

Kicked off the second game, the time travel mechanic was some welcome nonlinearity, the combat system was similar but vastly improved in terms of quality of life, flexibility and pacing. Plot was okay, I could give a fuck about Serah though. Unfortunately the PC port is crashy garbage. I can easily run it at 1440p 60FPS but I could never make it out of that rainy city segment since the game would always crash after the boss in the area. The game looked great though.

LR I never got too far into. The plot didn't really grab me and while the combat is much more involved and nuanced, I'm not great at it. The time management system wasn't really an issue, but I just never got pulled in to finish the game.

The reason why I like Lightning a lot is because of ol' Hope.

Without him, she would have continued being an Ice Queen. With Hope being gone, Lightning should have lost a lot of motivation to keep going, but she did.
