No it's legit. You can't pirate Paradox games and get the full experience, if a pirate tells you otherwise it's because they've never experienced the full game and can't tell the difference. Also mods don't work with pirate copies. Also the pirate download includes a RAT which sends your personal info back to a Russian datacenter and watches you through your webcam.
