He is physically unbound to the world, as he does not "die" but is deconstructed, his materials separated back into the Kalpa

He only shows up a few times and builds up a structural integrity of the Kalpa through his actions(reman) while things like Aulduin, Numdium/Akalukhan and dragon breaks deconstruct the kalpa

So maybe Jyggalag was CHIM but the other princes although not having CHIM were both more and less powerful and so were able to put an uncertain, wavering curse on him, creating Sheogorath. So if Jyggalag is CHIM, having complete control and order, making everything else obey your rules, then Sheogorath is the opposite, complete loss of control over anything.

I have read numerous lore books and even Kirkbride's writings like C0da.
The problem to me is that those are much more interesting than the stories that you play through. Even when they touch on things that should be really out there, they somehow manage to feel very stock. Alduin in Skyrim is a good example.
