What does the legion get you? Ancient rome had a thriving economy, bountiful harvests, and a safe, civilized society. Cesar's Legion has none of those and makes no promise of any real benefit of membership. Even joining does not guarantee safety from the very legion itself.

Caesar's argument for it is that that the cultural and military clash of the wildly different NCR and Legion will lead to a synthesis of the two that combines the strongest attributes of both creating a society best suited to survive the harshness of the new world without falling into corruption of the old world that the NCR is already falling victim to. I think it has more to do with people adhering to a moral authority and way of law than practical way of law. Legion is tight with loyal soldiers and slaves willing to die for their cause. The NCR are full of holes of dishonest bloodsuckers who would sell out their own kind and cause trouble across entire counties for their own gain.
tldr: NCR are lawful neutral while Legeon is chaotic good.

There is no raiding of caravans within Legion territory, period. There are no raider factions within the territory whatsoever. Everything is Legion. A citizen can walk from Denver to Fortification Hill without carrying a gun.
