I wouldn't say she isn't a 'good person', but rather that she isn't an ideal person. Saying she isn't a good person makes her sound like she's a bad person. You could claim she is bad because she does some bad things, but then it isn't like she's actively going out of her way to do them or is even enjoying them.

I think she's actually a very real person, deeply flawed and for a long time too ruled by her emotions, but at the same time has the capacity to be a caring person who can do good. It's why the cast of the game works so well. Berseria operates on a very grey scale, and even the ending mentions how deeply flawed people are.

The whole point of Berseria was that no actions are without consequence and the cold reality is that good and evil are only differing points of view. For all the people the Abbey brought stability to their lives, they left grotesque sacrifices and victims along the way to achieve that peace. Velvet and the group were no better in terms of acting in self interest, even if that self interest involves the desire for the well being of others. It's not just sometimes, most of the time there are no "right" and "wrong" actions an individual might take. When that happens two opposing desires have to clash, the one that survives is the one that has a chance at happiness. Velvet is a protagonist that reflects this theme perfectly.

And later in the game she gets better and does care about the consequences more. It's just that at that point everything is so fucked that it doesn't matter much. It's also at that point that she expresses how many regrets she has, which is why she pretty much says that she wouldn't accept a 'good ending' even if she were offered one.
