The point is that when they made the deal to have their memories erased, they were also going to inhabit the bodies of people in a new alternate timeline where they never met as kids. However, if they remembered then then that would be a problem because it meant they were tied back to the Other Side where the disaster happened and they could being calamity to the new world. That is one reason why what Tatsuya did was a huge danger, aside from the sin of having his friends forget but he himself refusing.

The characters in IS no longer exist in the apocalyptic world at the end of IS. They are literally in the bodies of their counterparts in EP. Tatsuya has to go back to the old world because he remembered everything, so he exists in the other side, but his friends live in ignorance in the new world.

Atlus is fiercely Japanese. The reason Strange Journey wasn't SMT IV and instead became a side game in mainline was because it didn't take place in Tokyo. They design Japanese games for their Japanese audience and kind of just don't feel that strong toward their foreign audience. If they were going to make a Persona game that took place outside of Japan it would most likely be some kind of spinoff.

I'd be interested in seeing a prequel game with Randolph Carter using his Persona to fight horrible Eldritch monsters.
