What exactly is Chaos Control?
Certain aspects of the games, like SA2's multiplayer, display it as being a momentary timestop. But at other times it seems like a teleport, like when Shadow escapes when he meets with Sonic for the first time, or when Sonic uses Chaos Control with the fake emerald to teleport out of the escape pod and back onto ARK.
Logic would say that it just looks like a teleport, because it's a timestop coupled with fast movement during the stopped time. But that doesn't explain how Sonic is able to see Shadow mid-warp, just before the "he's fast" bit in their first meeting. And saying that it's just a timestop + quick movement also contradicts how Sonic used it to get back to the ARK. The only way he could have pulled that off was through teleportation.
Has there ever been official statements on this ability, or is Chaos Control just an umbrella term for convoluted abilities that suit the plot at the time?

of course, this could just be because teleporting you forward in the level would be disorienting and make it easier to miss objectives

CC does what ever the writers thinks is cool or what ever the plot/gameplay requires which is why sometimes it teleports, stops time, moves really hayai, time travel, or stops time AND just make you fly superman style to the goal ring while giving the middle finger to your morality objective. There is really no point in putting excess thought into this, let alone for this series.

The CC is SA2 multiplayer is meant to be a visual that you're moving so fast that everything around you freezes.

Chaos Control is literally controlling the power of the Chaos Emeralds (whether from the source itself or otherwise) to do what you want it to. A lot of the time teleporting or going real fast was the order of the day, so that's what it manifested itself as the most, but it's been used for other things as well.

Chaos Energy is the thing that makes things in sonics universe go fast
when a character uses chaos control, it manipulates time and space to go fucking fast somewhere
sonic sees chaos control in slow motion because it literally IS his fucking power, he is 24/7 on that shit
