Ping is basically the amount of time it take for you to do an action, be registered on the server and then send back to you.
Basically, the higher your ping, the more lag you'll get.

Games like PSO2 for example have everything client side, so even if you play on Japanese server you aren't affected by the ping at all.

if you're just looking at population you'd put the server in PA or around there, but because ping is relative to distance the only location that makes sense for NA population distribution is Chicago.
