Taking post-Sammy sega at their word is iffy at best, and this isn't even a confirmed thing. All the document does is post a few example pictures of "packaged games" that have done well for them.
Expanding IPs doesn't even mean porting those games. Going by what page 23 actually says by region, you can easily infer sammy thinks north america only wants more dawn of shit, and all the eu wants is endless football manager, so that and more games like that is what will happen.
