Not sure how it is in Japan, but age of consent doesn't really matter in the case of a teacher dating a student. Even if the student in question is of the age of consent and willing, the teacher can still be charged because in most places it's illegal for a teacher to date their student because the teacher is in a position of power over them which means the student technically still can't consent. A lot of job fields and the military also forbid someone from dating their direct supervisor or someone directly in power over them.

It's one of those laws where no one is actually getting hurt but is still against the law anyway to protect the "victim". If the school found out about Kawakami and Joker's relationship she might not get arrested, but she would most likely be fired. So yeah, it's still morally wrong and generally frowned upon. Actual high school teacher here.

It's explicitly stated in our contract with whatever school we work at that you're not allowed to have a relationship with students regardless of age. You even have to take an entire class about why banging students is a no-no and will get you in trouble. The actual law varies by state, but if you get caught it's most definitely going to get you canned and will very likely land you on the sex offender list even if you don't actually get arrested. Jokers big thing is apparently that he really hates to see women in trouble/pain. Kawakami's entire confidant is basically Joker pushing himself in to her business. He doesn't have to keep calling her and he doesn't have to visit her in the hospital. He wants to help her. She goes over there in rank 9 to just tell him she quit her maid job and Joker basically turns the conversation in to "you're my girlfriend now".

There's just straight up much more going on there then the others. You get half your party there, you interact more with the guy who has the real person more and it's bit more personal since he's someone who teaches at your school.
