Palaces normally don't. Kaneshiro and madarame's palaces were fine until they left and the others(bar one weird occasion) had something else trigger it. Kamoshida's is an oddity and I have no clue what happened here, Futaba had her treasure removed from the palace(she, the treasure, left just before it started breaking down), Okumura's was already exploding(Apparently it was already self destructing prior to the treasure being stolen and his death so who the fuck knows) and Shido's palace collapse is due to his temporary death.

A possibility is he dragged them in prior and had them stake out. They didn't really talk about this so it's just speculation.

I think that's what confused me the most about the palace. Translation said that he physically got the police along with equipment inside the palace and directly arrest Joker. However, that doesn't make any sense since the real normal police would have noticed a giant glowing casino that wasn't supposed to be there.

It's possible that he contacted the real police, along with the real Sae of Phantom Thief action at that specific location. As they arrive on scene, Sae's subconsciousness will also brings in a full police force in that exact location with intention to arrest the Phantom Thief. That arrest somehow force Joker out of the palace and get arrested for real by police
