I assumed that he intercepted some part of the Yakumo while working in the post office, put its plans into action and totally took over the city by creating a puppet company that just runs commercials out of his van.

Then there's the entire subplot about how he used his newfound power to develop a sort of religion with which he could maybe find a cure for the Smiles.

Parkreiner finished his mission, killed all the Smiths and prepared for suicide only for Harman to burrow into his brain and make him into a puppet. Harman always needed a capable body and a surrogate host, since he's basically a mind parasyte, and Emir was as capable as they come, so he became a new person with no memories. The hotel rooftop is the place where Harman attached himself to Garcia, which is why visiting it again after uncovering all the bullshit gives the guy his memories back.

Parkreiner is implied to have some latent ESP abilities and Harman acts like a boost to them, so the third eye opening is really a mix of their efforts. It is implied in the hotel chapter that Emir took the same route through the building you take and ended up on the roof with Harman, but there's also a possibility he opened the door into the chess room and got Harman that way. It's k7, Suda ain't gonna explain shit. Famously, the companion book written by him contradicts like half of the info in the game.
