Arbok's stat total is so low that it could genuinely get an evolution with +100 stat total and still be middling.

Really, the problem with Poison wasn't that it didn't hit enough types effectively, but that the Pokemon in it were pure garbage. Seviper is even worse than Arbok. Weezing is shit. Muk is shit. Everything besides Venusaur, Gengar, Crobat, and Nidoking/Queen is just pure shit. And Venusaur, Gengar, and Nidoking/Queen are definitely not picked because of their Poison typing.
