You can shield surf from the Stasis Shrine through the whole mountain to the shrine with three hearts worth of food. And then from the shrine you can navigate over to the other side of the river without any food if you know what to do ahead of time.

But yeah, I think it's bullshit how they almost make you take the tunic even if you didn't need it. The old man will leave it for you in his hut.

I never got the peppers from the old guy. Instead, I saw a little grove where the things grew in the wild, sitting right near the hypothermia area. Picking up the first one pauses the screen, with the pause suggesting you Press "+" to pull up the Inventory menu.

Therein, lo and behold, the thing's description literally says, "These can be cooked into a meal which boosts your resistance to the cold."
