Every game community I've been in seems either super cancer-y or just plain ol' uninviting.

Elder Scrolls Online is pretty comfy, has nice graphics, has different guilds for different playstyles and you can enjoy the game solo as well.
also no monthly fee

I did play on some RO private server a couple of weeks ago for a while. Didn't know anyone, but still made a couple of friends. You just have to talk to people, be social. You don't make friends by being silent and waiting.
