Most "Pro" enhancements are the devs enabling resolutions higher than 1080p. A few went and added options for unlocked framerates etc, a few more enabled higher graphical quality settings while keeping resolution/fps the same.

Considering my og ps4 plays games like shit I would say no.

Most games are already 1080p/60fps on the base PS4 so Pro enhancement isn't really necessary.

Neither of those are true. Both Dishonored games were console focused and they for some reason decided to focus a bit more on PC with Prey, though didn't advertise it as such so it predictably flopped. There hasn't been a PC focused Bethesda game since Morrowind.

That's the price of console focused development these days. The games are watered down because of it with mechanics being removed or "streamlined" and yet the console versions are still awful. And yet devs still stick to that design method.

Surprisingly many. Mostly just takes care of FPS drops and sometimes devs enable better texture filtering and slightly better draw distance, though.
Gravity Rush 2 has downsampling, Steep (which is normally locked 30 fps) unlocks and lies around 50 fps with few drops and Bloodborne just has fewer drops in general.

I'm only interested in Bloodborn and it seems that 'boost mode' stabilizes the framerate at around 30 (ie fewer dips in enemy-heavy zones).

It's sad though that there's no major reason to get the Pro over the slim.
