Vanilla game is quad-buffered and refreshes around 59 times a second instead of true 60Hz. This leads to frame time issues so you're always getting micro stuttering. With FAR you can reduce the latency by making the game double or tripple buffered depending on how you want to use your vsync or lack of, and it fixes the frame timing by making the game refresh at 60Hz.

The PS4 version has plenty of frame drops just like PC. Regular PS4 is even worse than the PRO

That's some pretty incorrect shit, the guy always hated pirates and had that anti-piracy thing in his fixes for other games too. This is nothing new at all, it was always there. I think in Berseria it would lock the game at 45FPS or some shit like that. The only thing that happened was that Nier was cracked and the autism exploded all over the place when the pirates couldn't use the mod.

FAR also cannot actually work properly with a modified executable properly because it uses hardcoded memory addresses in order to modify the game's behavior. The pirated executable is actually different and the features which use those addresses wouldn't work anyway or would crash the game. The more basic shit like fixing resolution scaling should be unaffected though as hooking DX11 is different.
