Supposedly it was a shoddy port. They literally ported as much of the old source code over from the N64 as they could and only changed the necessary things to make it run on the different hardware. The only real difference is the extra modes and the visuals.

The proof of this is the plethora of bugs and glitches present in both versions that simply would not exist if they had re-built the game from the ground up or bothered with the simplest of bug fixing during development.

Funny enough, Grezzo, the company in charge of the port, had the fucking balls to come out and publicly claim that they purposely added those glitches to the remaster for nostalgia. I think it's the only time I've ever heard of a company sincerely use the "it's not a bug, it's a feature" line.
