Every character is a donut steal already stronger than any character in the game. When a human can take on Beerus and win in this universe, allowing saiyans a transformation or two from current material is perfectly fine.SS3 is like 20 yeaes old now, its old news that has been eclipsed by newer, butter transformations. That already happens though. Before you learn SSJ you blow Vegeta's mind when you say that you can't do it. You have power rivaling SSJ3 or higher in your normal state. A custom sayian character going SSJ3 is amplified to retarded levels.

Donur steels belong specifically to Friez Clan and Buu waifus. Saiyans are rhe cruz of the series, almost everyone as a kid dreamed of powering up like Goku and Vegeta and reaching new levels. Aesthetically, SS4 and Rosé are dope, and are leagues better than SS3.

Friezas having Golden form technically makes them the strongest, most OP characters. Going Blue would make them equal.

In a game where interdimensional rifts between timelines are opened, canonicity is out the window. GT is as canon as Broly is, or Turles, or Bojack, and all of those get representation.

Xenoverse has one of the most powerful tools in its arsenal, DBZ what ifs. For real, unlimited fun can be had with it, but instead of something like "What if Gohan was raised by Raditz after he slaughtered Goku" and changing up the saiyan saga, we got the exact same story as the first game with random enemies from the movies sprinkled in.

These games are supposed to be fanservice incarnate, a chance to have your custom character do anything. The fact that human custom characters can fight Whis and win is proof enough alone that saiyans shouldbe able to have more actual transformations like 4 or Blue, because the whole game is a fantasy what if where you live out your dbz fanfiction. 2 customizable transformations, a giant bulky form, and Golden

You should be able to distribute custom stats for each of the two transformations based on your own skill points

Story mode allows you to fuse with either kami or nail, An option during customization allows you to be one of king piccolos children like namekians where you get different stat distributions and perks, Giant form

Having two different namekians could lend credence to a morality system
