MSAA is impossible on normal deferred renderers so they're using post AA solutions that don't catch everything. Games in the past used forward renderers that didn't have this issue. (and for various reasons, forward rendering has been largely disregarded in the current generation)
I wish more games would implement temporal AA because it does seem to be the best of the post processing solutions. As it stands I would just super sample all of these games.

Yes. It's a game engine issue, not a hardware one.
Draw distance is still the biggest factor holding back graphics. The problem is if you increased the draw distance from a circle with 100m diameter to 200m the amount of power needed to do this increases exponentially. Just like the leaps from 1080>1440>4k.
