The only, and I absolutely mean the only, enemies that you have to kill in the entire game are a couple random mooks in the final level that are scripted to open some doors on death. And if you've been going full charisma up to that point you'd have a little army of followers so it's all too trivial as well.

A good deal of quests can be done without killing anything either. And quests award a huge deal of experience in Arcanum. Just going through Tarant while breaking into every house and forcing people to allow you to do their minor chores for them would let you max out your CHA and persuasion.

It also requires a mastery of the game which would disappoint someone playing the game under the premise that 'you could talk your way out of anything' within 5 minutes.
It would be more accurate to say you can use dialogue skills to solve some quests, some quests involve no fights, and you can run through or avoid the majority of the rest of the game's content
