There's LR2 but it's not very user friendly. I recall it being a bitch to setup, and as far as I know there isn't anything more recent. Haven't checked recently though.

Closest we'll get to Beatmania on PC is IIDX Infinitas, which is a real IIDX released for Windows. And if you aren't retarded you can always run proper HDD Data on your pc
