I would be happier if it was the whole of the Aldmeri Dominion, but this is pathetic, TODD.

I was looking forward to a Hammerfell game.

Hammerfell isn't just desert.
The landscape to the South is Colovia. We'll see Roman architecture and possibly ruins.
The landscape in the center is a massive Oasis Jungle. The landscape to the East is Orsinium and highland mountains, probably Orc Mongolian Culture.
The North borders the Reach as well as Daggerfall.

1. Pirates will be a huge theme. Alot more use for crime in the game.
2. Due to the love of the dead in Redguard culture, Mannimarco might make another actual return.
3. Alot of Arabia themes, as well.
4. The introduction of firearms would be interesting.
5. Survival mods would be amazing.

Skyrim problem is still unresolved. Non-Parthunaax follower dragons still roams the skies. 90% of the people chose to tell the Blades to fuck off, so they most likely became an enemy faction.

The previous emperor depending on how you played the brotherhood was clearly interested in Skyrim and had plans there.

Skyrim is completely resolved.
Dragons are diminished to not be the #1 issue and can easily be written into spreading out and becoming generic dungeon bosses.
Blades will still be as they were at the start of Skyrim, if somewhat repaired. But primarily they'll be super secret, and thus can be written quite freely.

Doesn't really matter what happened with the civil war either. Whatever conclusion was reached, the Empire was a bit weaker.

Don't know what the fuck you were talking about with the Dark Brotherhood.
The monarch visiting one of the regional capitals and the acting high command of a theatre of civil war is commonplace.

Given the Elsweyr example: If you have a game where there are as many cats as there were Nords in Skyrim, you'll fucking want to gouge your eyes out and rip off your ears.

But if they break down the region into a couple of predominantly cat cities, and have like a major imperial and aldmeri settlement each, along with some argonian and orcish adventurers and shit then the region becomes a lot more bearable in terms of population.

I feel High Rock is the best option as you have three races close by, two solidly established as the "outsiders" (Altmer and Orcs), along with a generic but malleable main population.

The main issue with High Rock is that the only plot I can conceive of mirrors Skyrim too much.
Which might be what Zenimax want, I'm not sure.

Somewhat, yeah.
Depends on the events, how a specific guild would interact with them, and how the plot of each is handled.
Mages, Darkbrotherhood and Thieves Guild of Oblivion are all good examples where it's all about solving significant internal problems that have their own good sense of scale. You kinda have to roleplay that like the Imperial Legion and shit are doing their job extra well while the player isn't doing the main quest though.

Things like the civil war in Skyrim being a side feature is probably the poorest example of what you're talking about though.

Pure trash. It's such a blanket "yeah those regions are cool n'shit" statement. There isn't any thought put into what the games would have to be like in that setting.
Your only three viable options are: Work as aldmeri secret police, which is a very hard sell considering the allowances that need to be made for character customization meshing with how stupidly cartoonish the aldmeri are as villains.
Help the Legion invade, which would be shit because it'd have to be the main quest or otherwise be even shittier than the civil war in skyrim, and that's a terrible narrative.
Or finally, join generic rebel organization, which is also a really boring and shit plot, along with meshing poorly with how Bethesda structures their sandbox typically.

You would also have to think of a way to make each province pertinent, which would turn everything into a stretched, forced slog across weirdly varied environments.

Finally, you expect three whole provinces inhabited by three distinct races to be done well following the game that featured three decent small towns and the same nordic village copy pasted a few times?

I think High Rock is actually one of the more likely candidates for the next game. It fits the modern-Bethesda design philosophy rather well: extremely generic, vaguelly European medieval fantasy setting with aversion to anything particularly outlandish or exotic.
TES has became the very definition of "default" fantasy these days. The idea is to capture the broadest imaginations and sentimens about fantasy possible, and give as generic, unintruisive and broad playground for players to live out the most common fantasy fantasies. High Rock seems to be fairly well suited for that.

Well, nobody says fantasy has to be based on European medieval society and environments. That said, it would be a poor fit for TES series, though again, TES has lost so much of the actual integrity and overal tone it had established with Morrowind that I guess anything could go these days. It's still unlikely to happen because basic market research would immediately tell Todd that firearms in fantasy do not resonate all that well the broadest audiences, which makes their inclusion nearly impossible.

I'd still like to see fantasy settings like Miyazaki's Naushicaa, Laputa or Howl where firearms are a common place. Or some other interesting play on magical and mythological elements combined with other than european medieval times: settings inspired by Ottoman empire era middle east, or Napoleon wars or something.

Elder scrolls is a mix of roman (imperial) and early medeival times shit. Nothing screams renaissance in it. Warhammer fantasy is a mix of medieval (bretonnia) and renaissance (empire).

Hammerfell would be fucking boring. It's just a desert full of niggers.
Elsweyr and Black Marsh would be too hard, with all the different types of Argonians and Khats. They already lazily put these races in-game as a stock human with animal masks.

Valenwood seems like the most logical choice, after High Rock. But who cares about Bretons when Aldmeri Dominion is the protagonist of current events? Summerset Islands wouldn't work because it would be weird for the player to start at anything other than the local race, more so than it was in Skyrim.

I bet it'll be Valenwood centering around different factions opposing or allying themselves with the Dominion. The game most likely will be skewed against them.

No, not in Elder Scrolls.

2 main reasons. It would make the series feel way too similar to Fallout, which it's already very similar to, and it would power-creep bows and crossbows and they would likely be removed because they're obsolete technology, which I don't think would make many people happy.

Plus, the inclusion of guns is a catalyst in fictional settings. Guns are always the first thing that really sets off technological advancement and once they're in the canon, there's no going back. The Elder Scrolls universe would permanently be in a 'colonial' time period and the entire rest of the games culture would have to change along with it. Sort of like Fable, once they were in it the series was never the same, and I don't think that's something people want for Elder Scrolls.
