No, the normie influx was a result of AAA games increasingly designed to pander to the lowest common denominator. The "clamoring" for them to be recognized as art was there before--many people have wanted games to be considered "art" because they feel it would legitimize their hobby--but obviously it swelled up hilariously not long after the influx, which is when all the vidya journalism sites started to push shit like Gone Home and Bioshock Infinite and The Last of Us as a bigger deal than they actually were. They did this because they felt those games could be held up as shining examples of why video games should be taken seriously as an art form. The obvious irony being that they're all mostly trash.

Games are art objectively, but their artistic value is debatable; a pointless debate, when considering the fact that the value of art is subjective.

I think until devs get over the idea that the art design, music and story aren't what makes a game art (not to discount their importance, though), we'll be stuck in they "toy" phase. Games' biggest strength is interaction and the best games use that as a way to invoke an emotional response. When a game feels good to play and it's systems work together in a way that is fluid and an extension of the player, that's when a game can become art. In the same way we talk about prose, composition, and cuts in writing, painting/drawing, and film, respectively, game design is what we should be taking to a higher, more critical level.
