Pretty much all the characters are plot devices.
A2 exists so 9S could have a nemesis, DevoPopo so he can wake up and enter the tower, etc. Automata feels like a shounen, where the hero is mighty and all the other characters revolve around him. That's especially true when all the side materials are pretty much only about 9S and to a lesser extent 2B. All the others doesn't exist. We don't even know what happens to A2 after ending E.
