So the government still reviews the games. The difference is that they apply a rating instead of saying "This doesn't fit what we want so you can't have it."

They are rarer than commons though, what's hard to understand about that.

You get 3 commons and a rare.
In magic you get 10 commons, 3 uncommons, a rare/mythic, and a land. Rares are more rare than uncommons and common, even though you are guaranteed to get one.

I used to play TF2 a lot and I remember leaving my PC on while going to classes in order to get those fucking hats.
Trading just made it worse, people would sit in servers and barter instead of actually playing the game and limited time items that should have just been for fun became a commodity in the price hierarchy.
Imagine if Overwatch had an economy, you could no longer buy items with coins and instead had to trade with other players.
Those fucking witch outfits and olympic gear would suddenly cost you $20 real money or you'd need to trade 60 hours worth of trash items to trade up to it.
Or what if you couldn't buy anything with credits, and you had to just pay real money to get the thing you want.
