This about it this way. In 2000 there were still making PS1 games. In 2010 MGS 4 had already been out for 2 years.
As technology rapidly increases our communication infrastructure, culture is exceedingly evolving through those exchanges. The 90's gave us the internet man, shit changed a lot.

Gonna have to go with this as a global answer, since the 90s in Japan and the US were somewhat different (in Japan it felt more like the 80s and that arcade fighting game look while in America it was about rad shit and pastel bright colors). So this looks like a good balance of them both, the one-liners, the colors, the gameplay, the arcade feel, and the cartoony gaijin ninja turtles look, like pottery.

To me Resident Evil 2 does, in a number of ways. In addition to Leon's NSYNC haircut, the police station just looks a lot like an administrative building would in the 90s in a number of ways. The furniture, the items scattered about desks, even the floor tiling and the general appearances of the structures in the building just seem really 90s to me.Not to mention running into Will Smith
Then as long as we're talking about Capcom games, I feel that all of the Street Fighter Alpha and Marvel fighting games give me a fix as well.
