I think more of reason that they won't do FeMC again is that they could do it quite simply with P3P, with it having the visual novel presentation.
Since they don't want to just switch protag's gender and make social links same for both genders, they'd have to rework all of the side content, and even big parts of the main story. New movies, new voices, new scenes where she is hanging with female party members rather than guys, and romance scenes for guys. No, they would not have yuri, because that's not something Japanese audience is asking for, and they primarily care for JP sakes.
And that's just out of scope for Atlus, even as it is they are using minimal resources on social links.

It sucks, but I understand why they're not doing it.

If they made a femaleMC for Persona 5 DLC, I don't think they should change anything other than change "him" to "her" in dialogue. Keep all the romance scenes the same so you can have lesbian romance scenes. Maybe add in romance scenes for the boys' social links.
