Problem is, the Legion is just a marauding army that runs around beating up tribals. Caesar wants to wait until he's conquered NCR to introduce them to the ideas of "keeping the peace" and "defending borders from outside aggression"

The Legion itself is fairly self sustaining, too, which means none of the people who live under their rule don't have to supply them with all that much. Great for them, until the Legion can no longer integrate tribal cultures and it falls apart because forward momentum is all they have. Caesar mentions that rebuilding from the First Battle of Hoover Dam was a huge pain in the ass and Lanius says that taking Denver almost ruined the Legion because of how few tribals lived out there. If there was a proper NCR-style system of industry and trade in Arizona, that probably wouldn't have happened.
