The former, if I had to chose, but both are bad ideas. See how Final Fantasy IV Complete Collection relates to the original? Just do VII like that. Make it look nicer, maybe add on a side story, but don't just make a new game and slap on an old game's assets.

That being said; The Dragon Quest VII nearly made me puke because of the aesthetic, and I ain't talkin' about Toriyama's lazy art style.

but dragon quest VII was using a completely different aesthetic. It was using low poly low texture 3d models with shit tons of aliasing

this games using flat 2d textures superimposed over 3d frames and then applying modern 3d lighting and pixel shaders. Looks like its got a fixed camera too

Oh yeah, Octagon Traverser looks interesting, visually anyway. Certainly better than all of those shitty DS/3DS JRPGs.

Shame it's got a proven hack at the lead, who is somewhat responsible for many of the aforementioned. Blending/Reusing art styles won't fix how bad the game's writing and gameplay will inevitably be, but I guess it's a step forward.

meanwhile Octavian Triumvirate will have good aesthetics and a good gameplay formula even if the actual execution is probably going to be botched

at least it will be a JRPG unlike whatever FFXV was
