it's just a cheap way to compensate for the diminishing returns and pretend they're advancing visuals in any meaningful way
the only innovation nowadays is in quantity, things like more advanced physics, more objects, more draw distance and so forth
the actual visuals of games haven't really leaped forward appreciably in like a decade, just more bells and whistles

I think you mean "lighting". Shaders are different.
Oblivion also had a mode that looked like that, you could turn it on in console with TLB.
That said, you're not necessarily wrong.
