The other reason is companies that have expanded over the years have a ton of custom shit running on top. My friends dad worked for the local news channel as the head engineer and he had to tell the company that upgrading would take the whole channel off that air for potentially months and it would be easier to just build a new building and system from scratch. There were so many additions and changes from so many different people over the years his main job is to just poke things and see what responds to try and figure it all out because when something breaks its next to impossible to pinpoint the source.
