He wouldnt be a good leader and The Legion didnt have a real second to take over. It would eventually consume itself because to really assumilate people would take a long time. Something Caesar didnt have.

But if he did win the Dam and Caesar lived after it he could achieve the Synthesis he was talking about.

Lanius was a nut, he would've ended up destroying the legion. He killed most of new vegas if he becomes leader.

I join Legion all the time because the NCR as better loot and their assassin squads have rare endgame sniper rifles. While the NCR does have more quests there's more NCR locations and NPC's to kill than Legion which makes up for the quest exp.

I also kill the Brotherhood everytime, great exp after helping them along with good armor and high level weapons.

Caesar was the only leader the Legion could have at that point. If he dies, the Legion would crumble. Caesar needed to set up an heir, whoever that would be, for the Legion to continue on. The Legate doesn't have a cult of personality, so he's less likely to be obeyed by other high ranking officials. All the officials in the Legion would fight for control without a given heir. It happened in real life in the Roman Empire many times.

The NCR Ranger Armor (on the cover) was why I joined up with the NCR, then i realized they give you a half broken down set 3/4 of the way through the game and it needs to be repaired constantly which means spending alot of money or killing your own faction for it. The Legion was doomed from the start, there is no way they could defeat the NCR, even with the bureaucrats running it.

I would have gone south.
Maybe even north.
I'd send scouts to look for tribes, settlements, and potential treasure troves of weapons, supplies, and slaves.

I also would have attempted a peace treaty with the NCR, temporary yes, but enough to build forces without their knowledge.
Succeeding the Hoover Dam would mean not controlling the flow of electricity that it produces and thus not be able to benefit from the technology is brings.
However.
The cost to take the dam and hold the dam would be too intense for it to be a logical asset for The Legion.
The better option is to destroy it outright.

A surface level assault would keep the NCR distracted while a stealth mission could sneak up to, and inside, the damn to plant explosives.

Denying the enemy the position is the better option.

There are about a dozen or two gay NPCs though, so they lose the bonus points they got for being subtle.

The legion was never going to last long, it started with Caesar and it'll die with Caesar. Sure, it wouldn't be instantaneous if you did spare Lanius. But has Caesar said, that Lanius never gave a damn about the legion itself, he was only loyal to Caesar and Caesar itself. The Legion economy is also massively flawed since it required newly conquered lands to sustain itself, if they hit a significant roadblock (NCR) or just the fact the more spread out you become, the more time it takes to send troops to a rebelling city or the more troops are needed (guns and bullets vs. Bread and butter).

They have no place in the wasteland. They won't trade. They provide no security. They hustle people for tech to where carrying a laser pistol will get you mugged by 7 paladins with full power armor and Gauss Rifles.
