Everyone liked the first game for two reasons: writing and setting. The second game had a shitty main antagonist and few interesting supporting characters, and the level design was pretty bland, making the environments difficult to enjoy like you could in the first game.

Gameplay and overarching story of 2 > 1 though.

2 had the best gameplay.

5 enemies, 40 different player attacks, player moves as fast as a mollusk

its corridor shit with the same terrible gameplay design that all these games have

Bioshock (1) was known for its story and setting which distracted people from the mediocre gameplay. The second one had a shittier story and players were used to the setting so the "wow" factor was lost. The gameplay was improved but it was still far from good.
