You're giving him more credit than he deserves. Director literally just directs what the "financiers" or "producers" wants. "Financiers" hire middle-men which are called "Producers" to shape the project to what they want it to be. In the video game industry it is mostly the same but producers are literally your "ideas guy" that "orders" the director to do what he wants with the "ideas" accepted/approved by his higher-ups. In certain cases, The director and the producer are in equal footing with the director able to pitch ideas but it is still up to the producer to "approve" them.

Kamiya has a recent string of failed/cancelled games because there are no people to reign him anymore.

Inafune is notoriously self-promoting and vague in his recollections. He only focuses on himself and what he did, and ignores everyone else. He didn't even name Kitamura or anyone else when he gives interviews.

What exact role Inafune had in MM3 is a bit vague. I'd hold off on making any firm conclusions.
