If you look at it purely from a lore standpoint, having a shrine that can only be accessed by someone with very powerful souls (the fact that the shrine is used to bypass a small pile of rocks aside) is slightly better than developing some elaborate magic ritual just to make a ladder drop down, especially when there are stairs right fucking next to it with nothing but invisible walls stopping you from just using those.
