I remember Harmonix said they approached Talking Heads label about Rock Band and got a message from Byrne saying he was really interested and gave them a ton of material to work from beyond the masters. There's some special animations in Psycho Killer and Once in a Lifetime not available to any other song in the game (Same with some of the The Who's songs)

Even when Bowie got involved he said that games weren't art but they might be something new entirely which is what interested him (Apparently he was really excited about the concept of Amplitude and wanted to be involved because he saw the idea of playing with music to be amazing)

My definition of art games is a game with a narrative or message that only works in the context of interactivity. Examples include The Stanley Parable and Undertale.

Using things like The Last of Us or Journey as examples of video game art is an insult to the medium. The word art means fucking nothing. Everything that isn't eating, shitting, breathing or fucking is art. Get over yourselves.
