Just because something like Binding of Isaac is popular doesn't mean every small budget game needs to have randomly generated levels. FPS games have tried to do it and failed, like Shadow Warrior 2. Now for a loot based kind of deal shit that BoI is about, randomly generated levels work, for a shooter, once you realize the repetitive nature of the random levels, it simply doesn't.
