Because the GBA Rhythm Heaven games were never localized and Nintendo didn't bother doing any decent localization for the 3DS game (The remixes with Japanese lyrics are just instrumentals if you set the audio to English) so when tasked with localizing the previous JP only minigames they just half assed it.

Fever got so many for a couple reasons. For starters a lot of tengoku games are lackluster compared to other in the series. DS had a ton of good ones, but they'd be hard to transfer over into a button layout. I'd kill for love lab or moai doo wop, but they just wouldn't work well.
