Honestly I think anime is better because it usually has an actual overarching plotline and the episodes are usually connected in some way
Most cartoons you could shuffle the episodes and watch them in any order and they would still make perfect sense because the episodes are all just random adventures with no connection to each other
While anime usually has an actual connected cohesive plotline that isn't just 3 or 4 'important' episodes scattered randomly throughout an entire season
though there are a few western cartoons which are an exception but the vast, vast majority of them do not have any plotline or actual story at all

Gurren Lagann is one of the most cleverly written anime shows. Only stuff like FLCL reaches above it.

The way it includes the core themes of individuality and "past and present coming together to create a path towards the future" in every little line of dialogue, every DESIGN, is fucking mind-blowing. The only similar anime that beats it in cleverness is FLCL.
