There are tons of mods that attempt to make the combat better via perk overhauls, enemy AI improvements, difficulty tweaks, dodge mechanics, archery and magic etc. Ultimately though you're still playing a terribly animated clunky game so it will never feel like proper combat.

There are also quest and land mods that range from short quests set in the vanilla Skyrim map to massive DLC-sized quests set in new worlds. The character faces and bodies themselves aren't actually really performance intensive. Their creators probably just spent days/weeks/months/years(?) using bodyslide with UUNP and the face sculpting feature in ECE/Racemenu, and perhaps also some custom races with custom face meshes.

Certain ENBs can be really performance intensive, however. That's where one might need powerful hardware to play with those ENBs on. There are even ENBs that are purely meant for screenshotting purposes which still result in horrible FPS even with more modern rigs.

If it makes you feel any better, the OP pic has a custom body that doesn't have any body weight ranges and has hardly any mods ported for it.

Also, some screenshotters use ENBs that aren't really great to use if you want to actually play the game. It makes things look pretty, but it taxes performance pretty heavily.

That's true, but the OP pic uses a custom hand-crafted body mesh that can't be really recreated in bodyslide. You'd have to manually convert armors by hand by editing the meshes directly to conform to the body shape or create a best-fit using UUNP that wouldn't exactly be the same shape.
