I read somewhere that most of the WoW talent started departing sometime after Wrath launched circa 2008-09. The framework for the Wrath expansion, the content, and the raids were still in place by the old team but it was being rolled out by the new team and that Ulduar was the old team's last major push that they were involved in, hence the long drought between it and Icecrown Citadel. The new team had to think up something in between which was why we got garbage like Call of the Crusader.

And then Cata happened and we got new raids designed from the ground up by the new team which is also why we got garbage like Dragon Soul.
