I feel the same, but if I HAD to decide It'd probably be Liliycove city. It's not the most comfy per se, but it has the shopping center and I could either go up to Fortree City (my favorite route) or take a ship to Mossdeep City.
Mauville or Slateport City would also be cool because of the route between Verdanturf Town for muh fresh air but also not living a complete shut in life you would probably have in a place like Fallarbor Town.

See the thing is, if you're familiar with the story, Nilfgaard may have an emperor but his throne remained on the condition that he keeps winning every war. Overexertion and taxation was already taking it's toll and it's not like Radovid was a push over. Every snippets read tells you how he was a great general.
