I'm going to build a semi-automatic shotgun or triple laser rifle and put parts on it that favor accuracy, and a scope. Then I'm going to see if it works with the level 2 rank of the perk Sniper, which gives non-automatic scoped rifles a chance to knock down enemies. If it works on a per-pellet basis, this should automatically knock down all enemies at short-medium range in one or two shots.

If that doesn't work but the knock down chance is high enough (20%?), then I'll build a scoped semi-automatic rifle chambered with the cheapest ammo possible and shoot people really fast to knock them over.

In New Vegas knock down was super effective, it took people like 10 seconds to get up fully. The more enemies that are disabled the easier the game is. If this works it should be easy to stunlock deathclaws and stuff.

Damage upgrades from Rooted (50%), Big Leagues (100%), Blitz (unknown) and then 10x melee sneak attack damage from Ninja.

Then I just need to find the combination that gives the most melee damage per hit (probably something like a modified super sledge). Attack speed and other stats won't matter. I really hope the most damage possible doesn't also make the weapon loud, like some kind of explosive effect on the hammer. We'll see. There might even be a sneak attack enhancing mod for melee weapons.

No money needs to be spent on stimpacks and ammo, there's no weapon degradation anymore so no need to pay for repair parts. Spend all your money on STEALTH BOYS. If chem perks make stealth boys last longer like they did in New Vegas, take those.

That's how I beat Skyrim on Very Hard. It had some obscene melee sneak attack bonus as well, like x6 with daggers. With the Silent Casting perk and either a reasonable magicka pool or enchanted armor with Fortify Illusion, you could ready the spell Invisibility while already invisible, sneak behind someone, power attack stab them for 5000 damage while casting the invisibility spell simultaneously so you only become visible for 0.1 seconds, nobody would see you. You could clear entire cities this way, and kill dragons once you baited them into landing.

There's a perk called "Blitz" which makes you teleport close to enemies if you target them in VATS from a distance. I'm not sure what the range on it is. It has two ranks and it gives bonus damage based on the distance you travel to hit them. But yeah you can also sprint so I assume there'll be some sort of sprinting power attack animation too.

Don't forget the Lone Wanderer perk, which is a straight 30% damage reduction, and the Refactor perks and all that. I doubt reaching 100 damage resistance means 100% damage reduction, though, because it seems that you can get more than 100 just through perks alone and that doesn't even include your actual armor. Also note that energy resistance is separate from damage resistance, but I'm not sure if that means damage resistance doesn't affect damage from energy weapons at all or if energy weapons are affected by both stats. Either way I bet it will be more like Skyrim than Fallout 3, where 10 armo= 6% less damage taken and 50 armor=20% less damage taken and 200 armor=50% less damage taken, and whatever, up to a cap of 80% less damage taken at 500 armor or whatever.

I am of the opinion that almost everything about Fallout 4 looks worse than New Vegas so far, EXCEPT the switch back to damage resistance. Damage threshold sounds cool in theory, but really it just means that machine guns and shotguns are completely useless. High damage per bullet was the only way to go against highly armored enemies, which are usually the only enemies you have to worry about anyway (except cazadores). You can tell they realized their mistake when they started patching the ammo types so that 5mm got -10 DT effect and the AP rounds had -25 DT, and so on. It just limited your play-style so much.

Lone Wanderer made me so happy, you have no idea. Having followers always made the game lame and easy in every game, I never took them. You pick an underarmor thing. Similar to clothing in the other Fallout games. Baseball Uniform, Tuxedo, Dress, jumpsuit, w/e. Then there's 5 armor layers you can mix and match on top of that (chest, arms, legs,) and helmet/hat.

You can sprint in this game but it uses action points (as opposed to a stamina bar.)

There's an agility perk called Blitz that lets you activate melee vats from farther away, and additionally there's a strength perk that makes you knock people over if you sprint into them with power armor.
