If your inventory is set to public then people have developed catalogs and trawlers that search for specific items in peoples inventories.
So if you have a Dragonclaw Hook in DotA or some Unusual Hat in TF2 and your inventory is set to public then you're probably in a few databases somewhere being listed as a scam target.

I'm the third party person for my friend for his CSGO skin trades. Mainly because I'm more experienced and I know when he's gonna get scammed. So I just pretty much go into Skype call with him, make a giant group chat with people offering to trade for the item, consult with the buyers while I chat to my buddy on Skype.
We've done it like 3 times and the most obvious scams are PayPal payments, but I say to my friend (I know him in real life, I wouldn't fuck him over) ''hey, if you want me to do this trade, just hand the skin over, I'll do the trade, and make sure the cunt gives what he offers'' and he'd just say ''fuck trading, if I sell it on Steam Market, I don't have a chance of being robbed''

It was one of the first promotional items in the game and you can't get it via drops, only if you preordered L4D2, making it a bit rare and rather valuable over the years. Especially since latter promotional items can appear via drops (minus a green font color indicating they are 'genuine").
I'd imagine that they just automate the process, since SteamKit is a thing and they can just use the ssfn to disguise their client as the victim's, allowing them to bypass the Steam Guard trade restrictions. A few automated API calls later and all your stuff is gone.
