1. Her personality is normal, at least in the 24 universe. She has flaws and isn't perfect. She's just a normal person doing her job. Most of the time when a female character seems forced, she's a mary sue who's infinitely more talented and intelligent than the bumbling idiot men around her. This is why GoT feels that way when Sansa has to tell the old, highly experienced men of the north to put leather on their breastplates.
2. There was no previous male incarnation of that character that was replaced with diversity casting.
