Not to mention that CIA claims his flight plan only had one of them on it. But then he never killed any of them, implying he either didn't file a flight plan or filed one with all of them accounted for. So having one guy stay behind was pointless.

not only was cia's claim about his flight plan genuine, despite being completely contrary to his actions, but bane also knew from the start that he would need to leave men on the plane to fool anybody who examined the wreckage, and continued to know this even though the only chance cia had to show his hand re: the flight plan indicated that his claim of only having reported one hostage was a lie.
