Not all targaryens have blond hair. In fact, a lot of the children that have family in another house like Dorne have brown hair.

For example, Prince Duncan Targaryen, first son of Aegon Targaryen and his wife Bertha Blackwood of of House Blackwood (riverlands) had brown hair. His youngest brother, Daeron, also had dirty blonde hair.

Another example outside of this is Aegor Rivers, born to Aegon IV and his mistress Barbra Bracken (coincidentally also from the Riverlands). He had brown hair.

Long story short, the signature Targaryen white/blonde hair basically ends as soon as they breed with non-Targaryens.
