Boring is not a valid argument, it only says what your mood was while watching his films.
Same as saying "it was fun", that does not indicate anything about the actual quality of the film whatsoever.
Also your "pseudointellectual" point is quite ignorant because his films are mainly poetic experiences as is, there is no hidden meaning/symbolism involved.

This is a question nearly impossible to answer. Many people would say Tommy Wiseau, which isn't true because Wiseau at least understand the basics of a film cut and lightning (I assume he also directed the technical department of his movie).
Ed Wood is also by far not the worst since his movies are basically the first fan films ever created, with low budget and everything (besides that, Jail Bait is actually a good movie, all memes aside).
There are plenty of really bad not enjoyable movies who are hurt watching it, Birdemic for example, the movie was 100% serious and the director thought he makes big kino, this guy could be one of the really bad ones, but then there is still stuff that managed to be way worse than Birdemic.
A director who makes movies that have bad scripts are not "the worst movies" if they do the technical basics right.
