I've seen all 32 movies (if you count revenge of godzilla) and i consider the 90's Godzilla vs King Ghidorah to be the most fun. But shin godzilla is probably the best made.

There are some guides,and most people agree on which ones are best, but in my opinion
Gojira- the original Japanese version is the best movie overall. It has a more serious and sinister tone, and you actually care about the human characters

Invasion of Astro Monster- This is the maximum B-Movie SciFi Godzilla. It's super fun

vs Biollante is peak 80s gross creature puppets

in between are really good, like vs Mothra, All Out Monsters Attack, one of the Mecha Godzilla sequels, and vs Destroyah was a favorite of mine, too

one of my least favorite I've seen is vs King Kong, but i haven't seen them all

Honda, Anno, Kaneko, and Banno are the best directors to touch the franchise. Fukuda's stuff is good if you want unadulterated fun, however, they're usually the most primitive of the series due to slashed budgets and he hated all of the Godzilla movies he made. Virtually every other Godzilla movie is meh at best.

King of the Monsters is actually a really good movie and gets too much flak nowadays. It remains largely faithful to the original cut and the two make good companion pieces. Off the top of my head KOTM doesn't feature anything that contradicts the events of Gojira, so it's easy to imagine Steve wandering the background somewhere. Raymond Burr does well with what he is given.

Gojira and Shin Godzilla are the best. Godzilla vs Destroyah is up there. Vs. Gigan, vs MechaG and Terror of MechaG are also all very good. Ghidorah the three headed monster and invasion of Astro monster are good. Godzilla vs Mothra and Mothra vs Godzilla are also good. SpaceGodzilla would be great if not for the plot. Godzilla 2000 and GMK are the only good millennium series ones. Godzilla 1998 is leagues above 2014 which is utter trash. At least 1998 is fun a stupid way and while it's still not good it's got a lot more going for it than absolutely nothing (I.e.: 2014)
Godzilla 1984 is also fairly impressive along with Biollante.

One of my favorites, in a different way than any other Godzilla movies, is vs. Hedorah. It uses Godzilla as a tool and builds a purposefully silly world which is then wrecked by death and destruction, essentially using he guise of a hippy environmental film to tell us that the world could only possibly be saved in a child's dream. A real subtle masterpiece, this one. Still misunderstood to this day.

Oh and Ebirah horror of the deep is cool too in a jungle adventure type way, gets a little boring like so many Godzilla movies do though

We can all agree that 98 is by far the best.

Return of Godzilla is the best of these three, though it still suffers from poor characters/acting, pacing, and a general lack of energy. Vs Destoroyah probably has the worst cast of characters in the entire series.

You're going to hate the writing in Vs King Ghidorah if your opinion of Vs Biollante is this low. And afterwards you're going to hate things even more because the special effects quality drops drastically and the characters get blander. Plus the homages to American films like Aliens, Terminator, and Indiana Jones. But I still don't see how you rate Return of Godzilla over its direct successor.

You should check out the Gamera Trilogy from the same time period. Better in all categories than Heisei Godzilla.

Nah. Vs King Ghidorah looks significantly worse than its predecessor at times. King Ghidorah's initial rampage is weak and overall the effort is much less ambitious.
